Guide to the Ultimate Quest Mods Experience for TES IV: Oblivion

The Oblivion Quest List (TOQL) is intended to be a comprehensive guide to good quest mods for TES IV: Oblivion. It is a community project, in the sense that all of the mods here have been recommended by members of the mod community. Good quest mods are critical to the future of Oblivion modding, because without them people quickly get bored with plundering random dungeons, no matter how great the "eye candy" is.
What makes a good quest? This is not as simple a question as you might think. My definition is a bit broader than some, but it's definitely not just a matter of having a few journal entries.
A good quest must, at a bare minimum, have an in-game story, a goal, a challenge, and a conclusion. Preferably, this should involve characters that you meet and interact with (not just ones you need to kill), although this is not strictly necessary -- a quest can be communicated entirely through in-game books or notes, for example. Ideally, it should also include some lore to establish a background setting, history, etc., and make some attempt to fit into the Elder Scrolls world (or replace it) even if it doesn't adhere strictly to previous TES lore. A good quest should also, of course, include some reward, but this can mean a lot of different things given the story.
Above all, a quest should be fun, either because of the way it challenges you or because of the way it tells a story -- or, if you're really lucky, both of these elements.
I've split the list into big quest mods and small quest mods. Big quest mods are typically lengthy, involve multiple tasks, or include lots of small quests. Small quest mods are shorter and sometimes simpler, but should still be a lot of fun. The title links to the ESF forum thread for the mod (if we could find a thread for it), while the small links below the description go directly to the download mirror sites for the mod.
If you have questions or feedback about these mods or the list itself, there is no single place to post your question since the ESF forums no longer exist, but there are many Discord servers where you can ask for help, such as the Nexus Mods Discord.
So, with all that out of the way, here are the lists!
This project never would have started if not for DragoonWraith. His original thread looking for quests mods, and the subsequent list of mods that he started, provided a lot of the initial material for TOQL. Also, KomodoDave (previously komodo2802) provided invaluable help gathering quite a few of the mod descriptions and download links.
Aside from the creators of the individual mods listed here, lots of people in the ESF threads have contributed suggestions, feedback, and (most important) links! Thank you all!
